Narcisse said the nine-year agreement \u201cis going to mean more investments to existing programs\u201d and \u201cinvestments in capital and IT and emergency funding\u201d and many other areas. \u201cAnd we\u2019re working with each of our communities,\u201d he added, \u201cand I know specifically many of our communities are making leaps and bounds.
