A participation agreement was signed by the two Inuit organizations on the condition that it remain confidential, the document states. \u201cThe participation agreement contains a confidentiality clause and was agreed to by the QIA and NTI on grounds that this agreement would be kept confidential and not form part of the public record,\u201d the court document reads.
