The letter of intent was signed by Crown-Indigenous Relations Minister Gary Anandasangaree, Assembly of First Nations National Chief Cindy Woodhouse Nepinak, Inuit Tapiriit Kanatami President Natan Obed, and Metis National Council President Victoria Pruden.
