Indigenous business from Churchill, Manitoba were listed first in preference, non-Indigenous business in Churchill second, 29 Manitoba First Nations along with Indigenous suppliers from 10 municipalities third, and non-Indigenous suppliers from those First Nations and Municipalities fourth.
